Former judge Paul Rouleau, who led the review, announced that the Prime Minister’s actions met that steep threshold required to enforce the Emergencies Act against Ottawa trucking protestors last year. The Emergencies Act, akin to martial law, froze the bank accounts of identified protestors and added them to international terrorist watch lists. Reactions to the judgment have been mixed.
